By law, every industrial facility in California must monitor storm water run-off, test the run-off for specified substances, and report these findings through a myriad of forms and filings. The NCCA Storm Water Group allows participants to file as a group, utilize the expertise of a group leader, and save money on sampling and overall administrative costs. Here are some common questions and answers about storm water and compliance (provided in WORD and PDF formats).


INSTRUCTIONS FOR PARTICIPANTS:

1. Notice of Intent (NOI) Application: For any member that does not have a Stormwater Permit, a Notice of Intent (NOI) application must be filed w/the State of California Water Recourses Control Board (SWRCB) Each NCCA member will need a WDID number issued to them by the State Water Resources Control Board. If your site does not have a Stormwater Permit WDID number, here's what you need to do:

A. Complete the NOI Application Form (provided in WORD and PDF formats). Complete the following Sections. Detailed instructions are provided following the Application. It should take no more than 10 minutes to complete the NOI Application:
Section II: Facility Operator (Owner) Information
Section III: Facility Site Information
Section IV: Address for Correspondence
Section V: Billing Address Information
Section IV: Receiving water information. Give the name of the nearest river, creek, lake stream or ocean that your stormwater drains to
Section VIII: Regulatory Status: List the permit number for any other water quality permit the facility may hold. If you do not know if your site has any other water quality permit, it is a good indication that you don't.
Section X: Certification: Must be signed by an owner or manager with the authority to allocate resources (money, people) for stormwater quality management

B. Prepare a Site Map. An example site map (DOC) w/instructions, as well as a 11"x17" map grid w/legend (provided in WORD and PDF format) is provided for use by the members. The map will be the most challenging. It can take up to a couple of hours to do neatly. A hand drawn map is more then acceptable. What is important is to provide the detail outlined in the instructions and shown on the sample map.

C. Fee Payment: This will be the most painful. Each member site that does not have a permit, must include a check in the amount of $830.00, payable to SWRCB.

D. Send the completed NOI application, permit fee payment and completed site map to:

2. NCCA GSMP Questionnaire: Any member who wants to participates in the GSMP will need to complete GSMP Questionnaire (provided in WORD and PDF formats). The questionnaire should take about an hour, or less to complete. Once you have completed the questionnaire please mail, fax or e-mail the completed questionnaire AND a copy of your updated site map to:
